General plan of the municipality City of Poznań
The City of Poznań has begun the procedure for adopting a general plan for the municipality. The general plan will constitute a legal act superior to local zoning plans.
The first phase of the procedure involves submitting proposals for the draft general plan. In the next phase – after the city publishes a specific draft of the general plan – it will be possible to submit comments on the development proposals for specific areas of the city presented in the draft.
The law firm, together with the urban planning and architecture experts who support us, is handling the development and submission of applications and comments on drafts of the general plan.
The master plan will carry much more far-reaching consequences than the existing study. The city’s territory will be divided into planning zones, on which the possibility of developing individual areas will depend. The key change, however, is that the city will determine the areas of replenishment of development.
From the beginning of 2026, it will be possible to obtain development conditions for properties not covered by local zoning plans only in the areas of development completions indicated in the general plan. Currently, local development plans cover only half of the area of Poznań. The possibility of erecting any development on the remaining areas will depend on the resolutions of the general plan.
Procedures for developing general plans have begun or will begin in all Polish municipalities. The legislator has set a deadline of the end of 2025 for the adoption of local plans. Time flies fast, and failure to obtain favorable resolutions on land use may mean depriving the owner of the opportunity to develop the property for many years.
